CLOSED meeting to members of the Prairie Fork Wind Farm Landowner group to
gain project and negotiation updates from Attorney Robert Potts and Assistant
Kevin Williams of Whitney & Potts Ltd.

If your land lies in the area of the Prairie Fork Wind Project and you have
interest in being in this landowner group and have not attended previous
landowner group meetings or provided the landowner committee with your contact

RURAL ELECTRIC CONVENIENCE COOP WIND PROJECT
The Gob Nob project is a unique partnership between
RECC and the Illinois Department of Natural Resources. Christian County Farm

LANDOWNER GROUP FORMED
On July 26th,
a landowner group was formed to work
as a unit in securing facts, sharing and understanding information and
negotiating the terms of the agreement which will be fair to the landowner and a
win-win situation for PFWF and landowners. This group will work to minimize the
impact of the project on the land and protect the landowner from problems that
could occur with the project.
The group has appointed a
committee to work with the selected attorney and Prairie Fork Wind Farm on this
project agreement. If your land is in the Prairie Fork Wind Farm Grid and you
have interest in being involved with this group, please send the following
information to

Schwoerer speaks to Christian County Landowners during the May 22nd meeting on
what can be expected during the construction process. He provided the “farmers
perspective” of wind energy.
Many CCFB members attended the landowner meeting
on Wind Energy. IFB Attorney Ryan Gammelgard, Christian County Chairman John
Curtin and McLean County Farmer Steve Schwoerer spoke on items relating to the
wind contracts, the Christian County Wind Ordinance and the overall turbine
raising process.

PRAIRIE FORK WIND FARM ANNOUNCED
Dominion
announced today plans to develop a 300-megawatt wind generation facility in
Central Illinois. Prairie Fork Wind Farm would feature 150 to 200 turbines
constructed across approximately 25,000 acres in Christian and Montgomery
counties, about 25 miles southeast of Springfield.
The Prairie
Fork project would increase Dominion’s renewable generation capacity to nearly
1,300 megawatts in operation or under development. That is enough to power
nearly 325,000 homes.
About 800
megawatts of Dominion’s renewable energy portfolio would come from wind
power. This includes partnerships in two other wind energy projects: a
325-megawatt share of the Fowler Ridge Wind Farm under development with BP
Alternative Energy North America in
Benton,
Ind.; and a 50 percent interest in a 264-megawatt project being developed in
Grant County, W.Va., with Shell WindEnergy Inc.
Other Dominion renewable generation includes hydro and biomass facilities.
The Prairie
Fork project also would bring Dominion’s generation capacity in the
Midwest to
more than 3,200 megawatts, enough to power more than 800,000 homes. The
company’s Midwest capacity includes a balanced portfolio of nuclear, coal,
natural gas and – with Prairie Fork Wind Farm – wind generation. The company’s
1,158-megawatt coal-fired Kincaid Power Station is located just north of the
potential wind farm site.
Construction of Prairie Fork Wind Farm is expected to begin in 2010, subject
to necessary permits and approvals. Commercial operation could follow in 2011.
The project would be developed by Dominion Energy, Inc., a Dominion
subsidiary.
The project
would provide significant economic benefits to the
Central
Illinois region. This includes hundreds of construction jobs while the project
is being built and 15 to 20 permanent jobs to operate and maintain the
facility. Land owners on whose properties turbines, transmission lines or
substations are located would receive regular long-term income. The project
would also mean increased tax revenue for Christian and Montgomery counties.
Initial
studies suggest that Christian and
Montgomery
counties have excellent wind resources, Hathaway said. More comprehensive
studies, including the placement of test towers, will occur over the next
several months. The number of wind turbines installed would depend, in part,
on the results of the studies.

What this will mean for landowners:
If
you are contacted by agents representing Dominion or if you receive mail, we
encourage you to ask questions, attend the open houses and visit their on site
trailer at the Dominion Plant, west of Kincaid. Dominion has been great to
work with on this project.
The area
affected will be the southwestern portions of Christian County and portions of
Montgomery County.
Wind
turbines, power lines and substations will be located throughout the 25,000
acre project area. Participating landowners will enter into partnership
agreements to grant Dominion the right to install wind power equipment on
their property. In exchange, Dominion will provide property owners long-term
supplemental income. Landowner lease agreements with Dominion will provide
protections to both the landowner and Dominion. Dominion predicts a
substantial financial return to the landowner.
