COAL PROJECTS updates in ILLINOIS.

BANNER, Illinois PROJECT

IEPA and US Army Corps of Engineers[USACE] Seeking Public Comments

 

Background:

Capital Resources Development [CRD] Company of Chicago is proposing to open a surface coal mining operation. This will cover approximately 643 acres. The project will be near Banner, Illinois.

 

Potential production…300,000 tons of coal

Site information: prime farmland and approximately 300 acres of wetlands.

 

Affect to agriculture & conservation: Approximately 4,000 feet of the Baker Hollow Creek would be affected by the project. Reclamation plans comply with the State of Illinois surface coal mining land conservation and reclamation laws. The laws state that the site be restored to pre-mining conditions, as much as is practical. CRD indicate that the project won’t violate applicable water quality standards.

 

IEPA is asking for comments from the public as to how the water quality may be addressed. USACE will also be considering the affects on conservation, economics, aesthetics, general environmental concerns, wetlands, cultural values, flood hazards, floodplain values, land use, water quality, food production, navigation, energy needs and the welfare of the people.

On March 9th, Christian County Farm Bureau Directors and leaders traveled to Franklin County, IL to view Long Wall Mining procedures/effects on farm ground. During this trip, leaders also visited coal-bed methane drilling and oil drilling wells and construction sites for new wells. Below are pictures and observations from the trip.

CHRISTIAN COUNTY ASSESSOR’S WEBSITE…find out your rights

This website could serve as a great web site for you or others in your area to check on the coal reserves/rights in your area without traveling to the assessor’s office. This is a 24 hour resource. This could really help your friends or neighbors who are looking for your advice. The County Assessor and Chief Deputy have agreed to bring their full screen to the producer meeting I’m scheduling to assist folks with that who might be in attendance. They are also looking at developing a full coal reserves map soon.

Please follow these instructions and I’ll try and walk you through.

 >Please log into http://qpublic.net/il/christian/

 >Then click on “search forms”

 >Click “yes” on the agreements

 >Click on “search by Parcel Number”

            Here are some examples…

            EXAMPLE A

Ø       For a trial, type in 14-24-27-70

Ø       14 stands for township, which is Rosamond, 24 for the survey township for Rosamond, 27 is the numbered section for Rosamond in the platbook and 70 is the number for Coal Reserves.

EXAMPLE B

Ø       Another example could be if you have ground in Pana township, the 25th survey township and the 13th section and 70 will always be the coal reserve number. You would enter, 11-25-13-70 and that would show you the coal reserves for this section of Pana township.

EXAMPLE C

Ø       One more could be 14-24-17-70 [Rosamond, survey section 24, section 17 and 70 for coal reserves.]

 Reminder…

Ø       The townships numbers are in alphabetical order [Pana is 11, Rosamond is 14]

Ø       Pana is in the 25th survey district, Rosamond is in the 24th.

Ø       Then take the section number from the plat book

Ø       The final number will always be 70.

Locust would start 7-19-
